
Having observed the real estate market in Morgantown for nearly 20 years, it used to be that downsizing and moving after retirement was almost the only option. Recently, however, more people are asking about ways to utilize their equity while keeping their homes. Just recently, a retired couple reached out for advice, expressing that their monthly expenses were tight, but they didn't want to leave their beloved home, and they inquired about reverse mortgages.
A reverse mortgage is a product that allows homeowners aged 62 and older to borrow against the value of their primary residence, receiving funds from the lender instead of making monthly payments like a traditional loan. Borrowers can choose from a lump sum, monthly payments, or a line of credit based on their needs. The loan is repaid when the home is sold, the owner passes away, or the owner no longer resides in the home. While such products were once unfamiliar, they are now relatively well-known under the name HECM, which is backed by the Federal Housing Administration. It's worth noting that this is the only type of reverse mortgage guaranteed by the federal government.
The housing prices in Morgantown have also changed over the years. According to Zillow, the average home value in Morgantown is $272,226, which has increased by 2.7% over the past year. Given the presence of West Virginia University, there has been consistent rental demand, so if you have lived in your home for a long time, it's possible that you have built up equity during that time. However, the actual amount you can borrow still depends on factors like age, interest rates, and remaining mortgage balance, which has not changed over the years.
Looking at taxes, the average effective property tax rate in West Virginia is around 0.54%, which is lower than the national average. While it may require further verification for Monongalia County, the principle remains that you must continue to pay property taxes and insurance premiums even after obtaining a reverse mortgage. Failing to do so can lead to default, a point that has been consistently emphasized over the years.
As of 2024, the percentage of the population aged 65 and older in West Virginia is 21.9%, the third highest in the nation. From my long-term observation of the local market, the steadily increasing proportion of elderly residents has led to a consistent number of inquiries about reverse mortgages over the years.
The advantages remain the same as before. You can create cash flow for living expenses or medical costs without the burden of monthly repayments. HECM is a non-recourse loan, meaning that if the home value falls below the loan balance, heirs are not required to pay the difference.
However, costs and risks still need to be approached with caution. When you add the origination fees, initial mortgage insurance premiums of about 2%, annual maintenance insurance fees of around 0.5%, and closing costs, the initial burden is greater than that of a traditional mortgage. Over time, the equity may decrease, which could reduce the assets passed on to children, a point that has been consistently highlighted.
How to manage the funds is also a matter that requires more careful consideration than before. While reverse mortgage funds do not affect Social Security or Medicare benefits, if you are receiving benefits that are assessed based on income and assets, such as Medicaid or SSI, the way you hold the funds could impact your eligibility, so it's important to check this in advance.
The spouse protection regulations for cases where only one spouse is listed as the borrower have also been better organized than before. HUD regulations allow the non-borrowing spouse to continue living in the home even if the borrowing spouse passes away, provided certain conditions are met.
To apply for a HECM, you must pass a financial assessment and undergo mandatory counseling with a HUD-approved counseling agency. From my long-term perspective, taking the time to consult and discuss with family before making a decision has often led to better outcomes than rushing into a choice.
