The period to reach the target reserve level is set at five fiscal years. This regulation will take effect on October 1, 2025, so when viewing properties in Bowie, asking the management office about the recent reserve study and funding plan adoption is a practical way to verify this information.
From the perspective of mortgage lenders, this financial status is also important. Associations with high delinquency rates or insufficient reserves, or those involved in lawsuits, may be classified as non-warrantable condos, making loan approval more difficult or even impossible. Fannie Mae's condo project standards set these criteria, so it's wise to request financial statements early on to prepare for any potential issues during the loan process, even if you like a particular unit.
What I actually advised this family was not to give up on the property. Before signing a contract, I suggested they formally request the management office for the last three years of financial statements, the reserve study, and any ongoing lawsuits. Upon reviewing the financial statements, it turned out that the complex had a significant portion of its budget allocated to reserves, and there had been no history of special assessments in recent years. In contrast, another complex that appeared to have lower management fees had almost empty reserve fund entries. If they had only compared the management fee numbers, they would have missed this.
The HOA regulations are also documents that need to be checked. Within Bowie, there are complexes that limit the rental unit ratio, restrict the number or size of pets, and require board approval for renovations like balcony modifications. For investors looking to purchase for rental income, rental restriction clauses can significantly impact plans, and for families planning to live there, pet or renovation-related clauses are directly related to their lifestyle, so it's best to read these in advance.
Families moving to Bowie from other states should also consider that property tax and insurance calculation methods may differ from their previous state. One reason Korean families prioritize Bowie is the school ratings, but school district boundaries often change, so it's advisable to verify the assigned school for the desired address before purchasing.
